The overall trend in renovation service prices is upward. According to statistical data from the Statistical Committee of Armenia (Armstat) compared in this article, housing maintenance and repair services became approximately 23% more expensive between the beginning of 2021 and August 2026, while the corresponding materials increased in price by approximately 10%. Among individual services, observed prices for tile installation, wallpapering, and laminate flooring installation increased, while the current price range for drywall work remained within the 2021 range.
Turn.am compared historical price estimates from 2021, an archived price list, publicly available offers from 2026, and official statistics. Below, we examine which services became more expensive, where prices remained close to their previous levels, and what budgets are indicated by complete apartment renovation offers.
What Is Included in the Cost of Renovation?
- Individual service rate — the cost of a specific task, such as installing tiles or laminate flooring, calculated per square meter.
- Comprehensive work rate — the cost of a package covering several types of work, calculated based on the apartment's floor area. The term "comprehensive" describes the scope of work; whether materials are included is specified separately.
- Complete package with materials — the combined cost of labor and the materials included in the package. The 2021 estimates presented below include labor, rough construction materials, and primary finishing materials.
Based on this distinction, the published offers of AMD 40,000–55,000/m² in 2026 represent rates for comprehensive renovation work, while a specific example of a complete renovation including materials is the offer priced at AMD 70,000/m².
How Much Did a Complete Apartment Renovation Cost in 2021?
According to historical estimates collected for this research, renovation budgets covering labor and essential materials fell into three price categories.
| Renovation Level | Price, AMD/m² | 60 m² Apartment | 80 m² Apartment |
|---|---|---|---|
| Economy / Cosmetic | 45,000–65,000 | AMD 2.7–3.9 million | AMD 3.6–5.2 million |
| Standard / Major Renovation | 80,000–120,000 | AMD 4.8–7.2 million | AMD 6.4–9.6 million |
| Premium / Designer Renovation | From 150,000 | From AMD 9 million | From AMD 12 million |
There was no single fixed price for a complete renovation with materials in 2021. An economy renovation for a 60 m² apartment was estimated at AMD 2.7–3.9 million, while a standard major renovation was estimated at AMD 4.8–7.2 million. This difference is important when interpreting historical renovation budgets.
What Renovation Budgets Do Published Offers Indicate in 2026?
Among the offers examined by Turn.am, starting rates for comprehensive renovation work range from AMD 40,000 to 55,000/m². A separate offer for complete renovation with materials is priced at AMD 70,000/m². There are also comprehensive offers priced at AMD 100,000–120,000/m².
| Type of Offer | Price, AMD/m² | 60 m² Apartment | 80 m² Apartment |
|---|---|---|---|
| Published Rates for Comprehensive Work | 40,000–55,000 | AMD 2.4–3.3 million | AMD 3.2–4.4 million |
| Complete Renovation Including Materials | From 70,000 | From AMD 4.2 million | From AMD 5.6 million |
| Higher-Priced Comprehensive Offers | 100,000–120,000 | AMD 6–7.2 million | AMD 8–9.6 million |
The offer priced at AMD 70,000/m² specifies that materials are supplied by the contractor. The scope of work includes utility installations, wall preparation, ceiling work, tiling, laminate flooring installation, and door installation.
The current offer of AMD 70,000/m² exceeds the entire estimated 2021 price range of AMD 45,000–65,000/m² for economy renovation packages. The difference compared with the upper end of the historical range is approximately 7.7%, while the difference compared with the lower end is 55.6%. This illustrates where the specific offer stands relative to historical price levels. However, these figures cannot be used to calculate the market-wide percentage increase for renovation packages with identical specifications.
For a 60 m² apartment, compared with the 2021 economy renovation budget of AMD 2.7–3.9 million, this offer results in a budget of AMD 4.2 million — an additional AMD 300,000 to 1.5 million. For an 80 m² apartment, the difference ranges from AMD 400,000 to 2 million.
Which Renovation Services Became More Expensive, and Which Remained Within Previous Price Ranges?
Changes in individual renovation service prices become clearer when comparing the collected price ranges from 2021 with published offers from 2026.
| Type of Work | 2021, AMD/m² | 2026, AMD/m² | Conclusion |
|---|---|---|---|
| Tile Installation | 3,000–5,000 | 5,000–15,000 | The price range shifted upward. The new lower limit reached the previous upper limit. |
| Drywall Work | 2,500–4,000 | 3,000–3,500 | Prices remained within the previous range. These ranges do not indicate a clear overall increase or decrease. |
| Wallpaper Installation | 1,000–2,000 | 2,000–2,500 | The price range shifted upward. The previous upper limit of AMD 2,000 is now the lower limit. |
| Laminate Flooring Installation | 800–1,500 | From 2,000 | The observed starting price increased. It is approximately 33% higher than the previous upper limit. |
Of the four types of work examined, observed prices for three shifted upward. For drywall work, current prices overlap with the previous price range. None of the compared ranges indicates an overall decline in prices.
For example, installing laminate flooring over an area of 40 m² would have cost AMD 32,000–60,000 at the 2021 rates of AMD 800–1,500/m². At the current rate of AMD 2,000/m², installation over the same area costs AMD 80,000 — AMD 20,000–48,000 more.
Electrical Installation and Plumbing Work
For work priced per installation point, rates expressed in the same units were compared. In the archived 2021 price list, electrical installation started at AMD 2,500 per point, while selected offers in 2026 range from AMD 3,000 to 5,000 per point — 20–100% higher. The compared offer for water pipe installation increased from AMD 4,000 to 7,000 per point — a difference of 75%. In both cases, the current offer is higher than the rate listed in the old price list.
Official Statistics: Renovation Services Became More Expensive Every Year
According to Armstat data compared in this article, prices for housing maintenance and repair services increased in every year from 2021 through 2025, as well as during the first eight months of 2026. Prices for the corresponding materials, however, moved in different directions.
| Period | Services | Materials |
|---|---|---|
| 2021 | +2.1% | +4.6% |
| 2022 | +9.2% | +8.0% |
| 2023 | +3.2% | −1.1% |
| 2024 | +3.8% | −2.4% |
| 2025 | +1.4% | +0.5% |
| 2026, Through August | +1.6% | +0.5% |
| Cumulative Change Since December 2020 | +23.0% | +10.1% |
The largest annual price increase in the official data occurred in 2022, when service prices rose by 9.2% and material prices increased by 8%. During 2023–2024, material prices declined by approximately 3.5% cumulatively, while service prices increased by approximately 7.1% over the same two years. Therefore, falling material prices were not accompanied by a comparable decline in labor costs.
To illustrate the scale of price increases, consider a hypothetical basket of these services costing AMD 100,000 in December 2020. By August 2026, the same basket would cost approximately AMD 123,000, while an equivalent basket of materials would cost approximately AMD 110,100.
Conclusion: Overall Renovation Costs Increased, While Some Individual Work Rates Remained Stable
Between 2021 and 2026, the overall price level for renovation services increased. The compared official indicators show growth of approximately 23%. Materials also became around 10% more expensive over the entire period, despite price declines recorded in 2023 and 2024.
Among individual services, tile installation, wallpapering, and laminate flooring installation shifted into higher price ranges. Observed prices for drywall work remained within the previous range. The current complete renovation offer including materials at AMD 70,000/m² also exceeds the estimated price range for economy packages in 2021.
Current offers can be compared in the following Turn.am categories: apartment renovation, tile installation, painting and wallpapering, flooring services, electrical installation, and plumbing services. All service categories are also available in the category map.
Data Sources and Calculation Methodology
The broad price ranges for 2021 are historical estimates collected for this research. An individual contractor's price list was preserved in the Wayback Machine archive dated June 23, 2021. The 2026 figures represent starting rates from published offers examined by Turn.am. The comparison of individual work rates describes the direction of prices in these offers, not the market-wide average cost of renovation services. Renovation packages differ in scope, and the budgets for 60 and 80 m² apartments were calculated by multiplying the area by the respective rate.
The official statistical sources are Armstat's annual Consumer Price Index table and the January–August 2026 publication, covering COICOP groups 04.3.1 and 04.3.2. Annual percentage changes are calculated on a December-to-December basis, while the 2026 figure compares August 2026 with December 2025. The cumulative change was calculated by multiplying the indices from December 2020 through August 2026. It applies to the specified consumer categories, not to every component of complete renovation packages.
